June 27, 2025 – The Philippine Public Safety Academy (PPSA) has reached another historic milestone with the successful 2nd Turn Over of Command Ceremony between the outgoing and incoming officers of the Cadet Corps at Camp Vicente Lim, Calamba City, Laguna. This symbolic ceremony marks the passing on of power, duties, and responsibility from the outgoing ruling class, the MADAYAWLAHI Class of 2025, to the new ruling class, the KADASIGAYON Class of 2026.
PLTGEN RICARDO F. DE LEON (Ret.), Ph.D., Director General of the National Intelligence Coordinating Agency (NICA) served as the Guest of Honor and Speaker at the occasion. PLTGEN DE LEON stressed the need for principled leadership based on principles in his keynote speech. He told the cadets to live by the ideals represented by the initials S-E-R-V-E:
S – for Stewardship
E – for Equity
R – for Responsibility
V – for Vision
E – for Excellence.
He further shared his vision for the Academy: to be the premier institution that trains public safety professionals who are ethical and service-oriented. These leaders will face the difficulties of today with discipline, creativity, and dedication.
As the MADAYAWLAHI Class of 2025 gets ready to move on to the next stage of their journey as junior officers in the fire and jail bureaus, they leave behind a legacy of service and strength. The KADASIGAYON Class of 2026 is now in charge of leading the Corps and passing on its ideals and traditions to the next generation of public safety professionals.
The ceremony ended with a Silent Drill Performance from the graduating class, PPSA MADAYAWLAHI CLASS of 2025. This ceremonial change symbolizes an important step in the ongoing growth of the PPSA, an organization based on the timeless ideals of Courage, Integrity, and Service. As the torch of leadership is passed on, may both classes continue to proudly, purposefully, and without fail fly the Academy’s flag for the Filipino people.
